Ceuta, Spain – In response to a surge in migrant arrivals over the weekend, Spanish authorities have begun relocating dozens of unaccompanied minors, including Moroccan nationals, from overcrowded reception centers in Ceuta.  Local reports indicate that 27 Moroccan minors were transferred to other regions across Spain as part of an emergency support plan coordinated between regional and central governments.

This move comes after what officials described as the largest attempted mass crossing of the summer on Saturday. Both Spanish and Moroccan border authorities raised their alert levels at crossings into Ceuta and Melilla in anticipation of increased pressure. 

**Overcapacity Crisis Forces Action**

Ceuta’s local government formally requested urgent support from Madrid after the number of minors housed in its facilities surged to 500, nearly four times the legal capacity of 132. To cope with the influx, officials are now considering opening new reception facilities, particularly in Ceuta’s industrial zones.

**Long-Term Solutions Needed**

While Spanish authorities have stepped up oversight of these centers, concerns remain about potential human rights violations amid accelerated transfers.  Migration researcher Khalid Mouna warned that the crisis should prompt a deeper reflection on Morocco's responsibility in addressing the continued outflow of vulnerable populations, particularly minors. 

"This situation calls into question the effectiveness of Morocco’s public policies for youth employment, education, and reintegration," Mouna told  *Hespress AR*. He noted that while unaccompanied child migration is not a new issue, its persistence poses significant long-term demographic challenges for Morocco. "These children represent the country's future workforce, and their departure comes as Morocco, like many nations, confronts an aging population."

Mouna emphasized that the central issue is not just overcrowded reception centers but Morocco’s inability to prevent the migration of minors, many of whom swim to Ceuta in risky solo crossings before reaching adulthood. Spanish authorities typically move quickly to relocate such minors to avoid forced repatriation when they turn 18.


**Media Exaggeration vs. Lack of Structural Solutions**

Journalist Hassan Bentaleb, who specializes in migration affairs, cautioned against media exaggeration of minor migration cases. "Every summer, we see a spike in irregular crossings and an overflow in reception centers. This is not a new phenomenon," Bentaleb told *Hespress AR*. This summer, the Ministry of Endowments and Islamic Affairs in Morocco has embarked on a comprehensive initiative targeting Moroccan children residing abroad who return to their homeland during vacation. Launching 997 Quran memorization centers across the country from July 20th to August 20th, the program aims to strengthen ties between diaspora youth and Morocco's moderate Islamic identity.

The Eastern region boasts the highest concentration of centers with 443, followed by Tangier–Tetouan–Al Hoceima (213) and Casablanca–Settat (160). The initiative also encompasses the distribution of the Moroccan Mushaf Muhammadi (Quran edition) with translations in French and English across all provinces.

Beyond Quranic memorization, the program offers a diverse range of activities: spiritual music evenings, interactive community events, and workshops focusing on Arabic and Moroccan calligraphy for children.  A dedicated pavilion at Tangier Med Port provides informational and recreational activities specifically designed for returning families.

 **Addressing Doctrinal Shifts**

The initiative also seeks to address growing concerns about doctrinal shifts within the Moroccan diaspora, particularly the influence of non-Maliki sects such as Shiism in certain European countries. 

Kacem Ashhaboun, a Moroccan community leader in the Netherlands, hailed the program, emphasizing its potential to “reconnect young Moroccans abroad with their cultural and spiritual roots through Morocco’s unique religious model.” He urged Moroccan authorities to consider implementing similar programs abroad to maximize their impact. 

Ashhaboun warned that many second- and third-generation Moroccans in Europe lack the doctrinal grounding of earlier generations, making them “increasingly vulnerable to ideological currents outside the Maliki Sunni tradition.” He stressed the urgency for Moroccan religious institutions to expand their outreach in Europe.

Ahmed El Boukili, a religious studies scholar at Mohammed V University in Rabat, echoed the importance of the initiative.  “This falls squarely within the spiritual guardianship role of the Commander of the Faithful,” he stated. “In an age of globalized ideologies and virtual influence, such programs are vital to shielding youth from extremist narratives that misuse religion for political ends.”

As with previous months, public institutions and state-owned enterprises remain the most frequently targeted entities, receiving 6,715 complaints in July. Ministries and high commissions followed closely behind with 5,245 cases, while local authorities accounted for 1,276 complaints.

One villager near Ksar El Kebir reported receiving multiple calls from an unknown number. The caller claimed to be verifying details for the distribution of monthly social aid, requesting his personal identification number and account information from the agency where he typically receives support.

Sources familiar with the situation reveal that the scammers are exploiting the expectations of economically vulnerable individuals by impersonating officials.  Victims, deceived into revealing sensitive data, become targets for having funds withdrawn from their accounts. 

One resident discovered a significant sum had been withdrawn from his account at a local financial agency in Ksar El Kebir following a call from a man claiming to represent the social aid program in Rabat. The timing of the call and the withdrawal strongly suggests fraudulent activity.

Another resident reported being repeatedly contacted with requests for his national ID number and the serial code associated with his social aid registration. Experts warn that such details should never be provided over the phone.

These schemes appear to be on the rise, disproportionately affecting vulnerable rural populations who may lack formal bank accounts or digital literacy. Israeli authorities announced Saturday they will allow the resumption of food airdrops to Gaza and designate humanitarian corridors for UN aid convoys. The move comes as a desperate attempt to alleviate a looming famine crisis in the besieged territory, where over 50 Palestinians were killed in Israeli strikes and shootings Saturday, some while waiting near aid distribution centers.

**International Pressure Mounts:**

The decision follows international pressure from nations like the United Arab Emirates (UAE) and Britain, who pledged to assist with aid deliveries. The UAE announced it would immediately resume airdrops, calling the humanitarian situation in Gaza "critical and unprecedented." British Prime Minister Keir Starmer also vowed to work with Jordan on restarting airdrops and evacuating children needing medical assistance. 

**A Controversial Solution:**

While Israel claims this will improve the humanitarian situation and disprove "false claims of deliberate starvation,"  humanitarian experts remain skeptical about the effectiveness of airdrops. They argue that the method is expensive, inefficient, and could even endanger starving civilians.  UNRWA head Philippe Lazzarini stated, “Airdrops will not reverse the deepening starvation…They are expensive, inefficient and can even kill starving civilians.”

Humanitarian organizations continue to demand that Israel allow more overland convoys for effective aid delivery.


**Ongoing Conflict:**

This announcement comes amidst a protracted conflict that began in October 2023 after a Hamas attack resulted in the deaths of 1,219 people, most civilians, according to an AFP tally based on official figures. The Israeli military campaign has since killed 59,733 Palestinians, largely civilians, according to the Hamas-run territory's health ministry.


 **Naval Blockade Defied:**
