Utilizing drones to monitor dozens of reportedly idle land plots, the urban agency, in partnership with the Interior Ministry, is investigating how beneficiaries secured industrial parcels at preferential rates before reselling or leasing them for profit.

Early findings, backed by chambers of commerce reports, indicate millions of dirhams in potential speculative gains and a hindering investment climate, particularly within the Casablanca-Settat region. The probe delves into project delays and denied permits, with regional officials receiving clear directives to address pending investor grievances. 

 **Tough New Laws Target Inactive Landholders**

Authorities are enforcing Law 102.21, which mandates land usage within specific timeframes and imposes penalties for violations, including contract termination. The Ministry of Industry previously pledged legal action against inactive landholders. This stringent approach aims to revitalize the industrial zones and encourage genuine investment.
