Regional audit teams are intensifying their scrutiny of “ghost employees” in Moroccan local governments, with investigations underway across Casablanca-Settat, Rabat-Salé-Kénitra, and Marrakesh-Safi. 

Financial inspections, spanning the summer months, are targeting city councils, provincial administrations, and regional bodies. The focus stems from growing concerns over the substantial financial strain these nonexistent employees place on local budgets.

“These audits aim to uncover fraudulent practices and hold those responsible accountable,” an informed source revealed.  


The investigations follow recent reports of widespread “ghost employee” schemes within Morocco's public sector, where individuals are paid salaries without actually performing their duties.
